FACTORS CONTRIBUTING TO HOMELESSNESSIn Canada, the lack of social housing program initiatives at all levels of government is only one of the factors in the limited availability of housing for vulnerable and poor persons. In addition to the erosion of affordable housing, depletion of the supply of rental housing, a fragmented infrastructure support system, and an overburdened social service sector, there are personal vulnerabilities stemming from lack of adequate education and vocational training, and the handicaps experienced by people with physical, mental health and substance abuse disabilities. In Calgary, we have the added complication of a vibrant economy that attracts workers from other parts of Canada and the world, but has failed to keep up with the need for affordable housing for the workforce. >>BACK |
